About this research
On 20 May 2025, IGLYO released the Third Edition of the LGBTQI Inclusive Education Report, Index and Map at the IDAHOT+ Forum in Malta. To date the most comprehensive research on LGBTQI inclusion in schools, our 2025 Report indicates no significant progress since 2022 and an alarming backlash against the rights of LGBTQI learners in many countries.

LGBTQI Inclusive Education Report 2025
Our Report provides an in-depth account of the current situation on LGBTQI inclusive education in Council of Europe Member States, as well as Belarus and Kosovo, and highlights the evolution in this area since 2022. The Report is intended to be a resource for governments and civil society organisations to evaluate the current levels of inclusion within their own country, learn from good practice examples, and foster international commitment as well as cooperation.

LGBTQI Inclusive Education Index 2025
The Index is a detailed table of the 49 European countries scored and ranked according to a set of 10 education indicators illustrating the extent to which each country has developed LGBTQI inclusive education laws, policies, and practices. It also provides a general overview of overarching trends across Europe and helps governments and civil society to identify areas for improvement.
