About IGLYO
Founded in 1984 and based in Brussels, IGLYO is the largest member-based network in the world dedicated to LGBTQI youth and their rights. Today, we gather over 125 Member Organisations in more than 40 Council of Europe countries, as well as countless friends and partners worldwide. Our work focuses on the protection, empowerment, and freedom of LGBTQI young people between 18-30 years old.
We strive to ensure the voices and experiences of LGBTQI young people are present and heard by decision-makers at European and international levels by designing and conducting research, advocacy, and communications on our concerns.
In addition, IGLYO aims to build the confidence, skills and experience of LGBTQI young people and give them opportunities to connect through cross-cultural, cross-border exchange, peer learning, and training activities that support our communities as well as the protection of our rights. Background
At the IGLYO Annual Members’ Conference (AMC) Ljubljana 2024, we hosted two dedicated sessions focused on building the foundation for our next strategic plan. These sessions invited our Members to reflect on their local realities, identify shared challenges, and envision what the future of the LGBTQI youth movement should look like — both within their contexts and across our network. Through this, we collected a rich set of data from a needs assessment process and captured members’ insights, aspirations, and priorities.
Since then, the Board has been actively working on drafting IGLYO’s upcoming strategic plan. To support this process, we are now seeking a consultant who will first translate the raw materials and findings from the needs assessment into a clear and engaging report — one that captures the essence of Members’ contributions and illustrates how these align with the Board’s proposed strategic direction, which will be submitted for a vote at the next Ordinary General Assembly in Zurich.
In parallel, the consultant will carry out an evaluation of IGLYO’s previous strategic plan (2022–2025), drawing on internal documents, reports, and organisational records to assess its implementation and impact. The goal is to produce a meaningful reflection that informs and strengthens the finalisation of the next strategic phase.
Deliverables
The consultant will be responsible for delivering the following outputs:
- A written report synthesising and presenting the findings from the statutory needs assessment.
- An evaluation document assessing the outcomes and implementation of the previous strategic plan (2021–2024), grounded in analysis of relevant internal reports and documentation.
Timeline
The expected timeline for this consultancy is as follows:
- 2 – 30 June 2025: Open call for applications.
- 1 – 15 July 2025: Applicant shortlisting and interview phase.
- 17 July 2025: Recruitment and kick-off: the consultant is selected, briefed about the deliverables, and submits a detailed work plan.
- 21 July – 21 August 2025: Preparation and submission of the first draft report and evaluation
- 24 August – 9 September 2025: Board review and feedback; consultant submits the final version.
Eligibilty Criteria
We are looking for someone who meets the following profile:
- Aged 18 or older.
- Based in a Council of Europe Member State (full list here), or in Russia, Belarus, or Kosovo.
- Demonstrated experience in leading or contributing to internal evaluations, strategy reviews, and participatory needs assessments.
- Proven ability to analyse and write accessible reports, drawing on raw data, survey responses, or stakeholder input.
- Familiarity with strategic planning processes in civil society or membership-based organisations.
- A strong understanding of the lived realities and systemic barriers faced by LGBTQI youth across Europe.
- Excellent writing and synthesis skills in English.
Economic compensation
The work of the consultant will be compensated with a fixed fee of €3,000 (inclusive of VAT) for the deliverables mentioned above. The consultant needs to be able to submit an official invoice at the end of the work. No payment can be made without the reception of an invoice.
