EU Action Plan on Cyberbullying: Policy Brief & Joint Statement

LGBTQI Youth Rights & Children's Rights at the Heart of the EU Action Plan

Cyberbullying is one of the most urgent digital safety challenges facing young people in Europe today. Yet, LGBTQI youth remain largely invisible in most national cyberbullying strategies, and children experiencing cyberbullying still lack mechanisms to easily report attacks and receive inclusive, trauma-informed and age-appropriate support.

The upcoming EU Action Plan Against Cyberbullying aims to tackle the growing trend in abusive behaviours online by creating a coordinated EU approach that will support Member States through sharing good practices, guidance, and policies.

On this occasion, IGLYO joined forces with partner civil society organisations working in both LGBTQI rights and children’s rights to publish a Policy Brief and Joint Statement putting forward recommendations for the Action Plan:

1. Policy Brief with Recommendations on LGBTQI Youth & Cyberbullying

In collaboration with ILGA-Europe, TGEU and OII Europe, our Policy Brief explores the reality of cyberbullying for LGBTQI youth by analysing available data and identifying key gaps in current responses. It then puts forward EU-Level priorities for the Action Plan and recommended targeted measures, such as inclusive definitions, disaggregated data collection, accessible reporting mechanisms, and sustainable funding for community support. 2. Joint Statement with Recommendations on Children’s Rights & Cyberbullying

Endorsed by 15 civil society organisations working in the children’s rights space, this joint statement explores the consequences of cyberbullying on children and recommends to ensure strong prevention by empowering the whole community surrounding the child, utilise adequate and age-appropriate reporting and redress mechanisms, and ensure access to inclusive, trauma-informed and age-appropriate victim support services.
